Four years ago, Ming Chuan University established the first, and up to now the only, four-year, teaching-in-English International College in Taiwan to promote international education and educate the elite with international vision and professional competitiveness.  The International College has seven options in majors: International Business, Information Communication, Information Management, Tourism, Electronic Engineering, Digital Media Design, and Teaching Chinese as a Second Language.

In addition to teaching-in-English undergraduate courses, the International College of Ming Chuan University has MA programs for International Affairs, Management, and Applied English. Now there are 254 international students from 37 countries studying graduate and undergraduate courses at Ming Chuan University, which ranks first amongst private universities for most foreign students in Taiwan and 3^rd amongst all schools.

To encourage more foreign students to study in Taiwan, Ming Chuan University offers preferential tuition by waiving 50% in the first year to foreign students who study in the International College.  If students earn high scores in the previous year, they qualify to apply for various scholarships and preferential tuition of different percentages for the following years.  The University has an Office of Consultant for International Students which provides consulting services on studies and livelihood.
